Singapore's Urban Redevelopment Authority (URA), the government's planning and land-sales agency, opened two residential sites on its Government Land Sales Reserve List on 27 October 2026: Chuan Grove, which could yield about 930 homes, and Plymouth Avenue/Dunearn Road, the former Raffles Town Club site, which could yield about 250.

TL;DR

  • Both sites are open for developer application, but neither is on sale yet: a Reserve List site goes to public tender only after a developer submits a minimum price the government finds acceptable.
  • Two industry analysts quoted by EdgeProp do not expect either site to be triggered soon, citing nearby supply.
  • Whether any developer applies, and at what price, is not confirmed.

What did URA release on 27 October 2026?

URA released the two sites under the second-half 2026 Government Land Sales (GLS) Programme, as set out in its media release pr26-75. Both are available for application under the Reserve List. URA's release gives the potential yield as about 930 units at Chuan Grove and about 250 units at Plymouth Avenue/Dunearn Road. Site areas, gross floor area (GFA) and zoning below come from EdgeProp's report of the release.

What are the site details?

Chuan Grove is a 99-year leasehold residential site of 341,170 sq ft, with a maximum GFA of 852,932 sq ft.

The Plymouth Avenue/Dunearn Road site is also 99-year leasehold and zoned residential with commercial on the first storey. It covers 122,573 sq ft with a maximum GFA of 257,408 sq ft, including up to 26,910 sq ft of commercial space and a supermarket of at least 10,764 sq ft. EdgeProp reports that the Raffles Town Club's lease on the land expired on 17 October.

What is a Reserve List site, and how does it get triggered?

The Reserve List is the part of the GLS Programme where land is not tendered automatically. A developer must first submit an indicated minimum price, and the site is launched for public tender only if the government finds that price acceptable.

Will developers trigger these sites?

Analysts quoted by EdgeProp are cautious. Mark Yip, CEO of Huttons Asia, said neither site is likely to be triggered and that developers may wait for the first-half 2027 GLS Programme, when the sites could move to the Confirmed List. Wong Siew Ying, head of research and content at PropNex, said she does not expect them to be triggered for sale in the near term. These are their views, not URA statements.

For Chuan Grove, Yip points to the nearby One Chuan Grove project (1,056 units, planned launch February 2027) as ample supply. If tendered, he estimates a top land rate of $1,300 to $1,400 psf ppr. The two adjacent parcels were awarded last year to a Sing Holdings and Sunway Developments joint venture at $1,376 psf ppr and $1,331 psf, per EdgeProp.

For Plymouth Avenue/Dunearn Road, Wong cites the Stevens MRT interchange, nearby schools and the Singapore Botanic Gardens as draws, but expects supply from awarded, unlaunched Core Central Region sites to deter developers. She says those sites could add over 1,700 homes.

Why does it matter for property buyers and investors?

The release adds potential future supply but does not change what is on sale today. The yields are ceilings on a possible pipeline, since any launch would follow a tender, an award and then a sales launch. For market context, EdgeProp reports that Chuan Park, launched in November 2024 with 916 units, is 99 percent taken up at an average of $2,594 psf, based on lodged caveats as of 27 October. This is context, not a forecast or advice.

What is not confirmed?

The URA release page does not state tender dates, and we did not open its annex PDF directly. No developer has been reported as applying for either site. Land-rate estimates are analyst opinion.

Frequently Asked Questions

How many homes could the two sites yield?

URA's release gives about 930 units at Chuan Grove and about 250 at Plymouth Avenue/Dunearn Road, about 1,180 in total.

Does this mean the sites are up for tender?

No. They are available for application under the Reserve List. A tender follows only if a developer submits a minimum price the government accepts.

When could the sites be tendered?

No date is confirmed. Huttons Asia's Mark Yip says developers may wait for the 1H2027 GLS Programme.
