Singapore's Urban Redevelopment Authority has put two more residential sites on the Government Land Sales Reserve List, together able to yield about 1,180 homes, but neither will reach tender unless a developer applies and the government accepts the price.

TL;DR

  • On 27 October 2026 the Urban Redevelopment Authority (URA), Singapore's land-use planning agency, released Chuan Grove (about 930 homes) and Plymouth Avenue/Dunearn Road (about 250 homes) under the second-half 2026 Government Land Sales Programme.
  • Both sites are on the Reserve List, meaning they are tendered only after a developer applies with a minimum price the government accepts, so there is no tender date yet.
  • Analysts quoted by EdgeProp do not expect a near-term trigger, citing supply nearby. That is their view, not URA's.

What did URA release on 27 October 2026?

URA said both sites are available for application under the Reserve List of the 2H2026 Government Land Sales (GLS) Programme. Chuan Grove can yield about 930 residential units and the Plymouth Avenue/Dunearn Road site about 250 units. URA's current-sites page lists Chuan Grove at 3.16 hectares with a gross plot ratio of 2.5, and Plymouth Avenue/Dunearn Road at 1.13 hectares with a gross plot ratio of 2.1.

How does a Reserve List site get sold?

Under the GLS Programme, a Reserve List site is launched for tender only after a developer applies for it and offers a minimum price that the government accepts. That differs from the Confirmed List, where sites are offered for tender on a set timetable. URA's third-quarter statistics put the full-year 2026 Confirmed List at 9,320 private units, more than 50% above the 10-year annual average.

What are the two sites like?

According to EdgeProp, both are 99-year leasehold. The Chuan Grove site is 341,170 square feet with a maximum gross floor area of 852,932 square feet, next to One Chuan Grove, a 1,056-unit project planned for a February 2027 launch. The Plymouth Avenue/Dunearn Road site is the former Raffles Town Club land, whose lease expired on 17 October, with 122,573 square feet and a maximum gross floor area of 257,408 square feet, including up to 26,910 square feet of commercial space that must include a supermarket of at least 10,764 square feet. It sits across from Stevens MRT interchange.

Why might developers hold off?

Mark Yip, chief executive of Huttons Asia, told EdgeProp that neither site is likely to be triggered soon and that developers may wait for the first-half 2027 programme. He sees little incentive to trigger Chuan Grove given ample nearby supply and estimated a top land rate of $1,300 to $1,400 per square foot per plot ratio if it were tendered. Wong Siew Ying, head of research and content at PropNex, said developers will watch One Chuan Grove's take-up and that incoming supply from awarded but unlaunched Core Central Region sites, which could add over 1,700 homes, may deter a Plymouth Avenue trigger. EdgeProp also reported that nearby Chuan Park, a 916-unit project launched in November 2024, was 99% taken up at an average of $2,594 per square foot as of 27 October.

Why does it matter for buyers and investors?

Reserve List releases widen the pipeline of potential supply without committing to a launch. URA's third-quarter data show about 20,300 unsold units with planning approval and about 32,800 units potentially available for sale over the next one to two years, with private home prices up 1.4% in the quarter. Whether these two sites add to that figure depends on developer interest. What is not confirmed?

URA has not said when, or whether, either site will go to tender, and no minimum price has been disclosed. The land-area figures differ in units between URA (hectares) and EdgeProp (square feet) and are rounded. This article is general information, not property advice.
