The Berlayar Drive Government Land Sale (GLS) site drew just one bid when its tender closed at noon on 4 August 2026 — a joint offer of S$576.78 million from Intrepid Investments, a Hong Leong Holdings subsidiary, and GuocoLand (Singapore). At S$1,515 per square foot per plot ratio (psf ppr), the bid came in roughly 4.5% above the S$1,100–S$1,450 psf ppr range analysts had projected, setting a new price benchmark for a 99-year leasehold Confirmed List site in the Rest of Central Region.

A single bid, a record price. Market watchers had forecast four to six bidders for the 25,263.1 sqm site, given its Greater Southern Waterfront location and short walk to Telok Blangah MRT. Only one consortium came forward. That combination — muted participation alongside a record psf ppr — is the signal worth reading, not a contradiction to explain away.

The site carries a gross plot ratio of 1.4, yielding a maximum gross floor area of roughly 35,369 sqm and an estimated 415 residential units. Berlayar Drive was released on 15 May 2026 as one of two sites (alongside New Upper Changi Road) under the first half 2026 (1H2026) GLS Confirmed List — a programme URA has said runs 50% above the past decade's average Confirmed List supply.

What it signals for 2H2026. A record price on a single bid suggests the winning consortium saw a scarcity case specific to this waterfront parcel — not that developer appetite across the board has strengthened. The low bidder count is more consistent with selective participation: developers underwriting fewer sites more aggressively rather than spreading bids across the elevated Confirmed List supply. Whether that selectivity persists will be visible in how the next Confirmed List tranche is bid.
